Ukrainian education remains accessible to everyone who wants to build their future in a free country. The state has developed special mechanisms that allow schoolchildren and young people in temporarily occupied territories to study at Ukrainian higher education institutions. This article answers common questions about admission for residents of TOT.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"1\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            What support does the state provide for applicants from TOT and frontline territories?        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Simplified admission conditions (the possibility to apply without taking the NMT (National Multi-Subject Test)).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The option to enroll even without a Ukrainian passport.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Preferential access to state-funded education and scholarships (Quota-2).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The possibility of online admission.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Anonymity and support throughout the admission process.<\/span><\/li>\n<\/ul>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"2\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            What do the simplified admission conditions include?        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><span style=\"font-weight: 400;\">Residents of TOT, or those who left after October 1, 2025, <\/span><b>may skip the NMT and instead take an internal university interview covering 4 subjects<\/b><span style=\"font-weight: 400;\">: Ukrainian language, History of Ukraine, Mathematics, and one elective. <\/span><b>Admission chances through the NMT or interview are equal.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">If departure took place before October 1, 2025, NMT results are required, but Quota-2 still applies.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"3\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            What is Quota-2?        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><span style=\"font-weight: 400;\">This is a separate competition for state-funded places for applicants from TOT and active combat zones. At most universities, it covers 10% of places (but no fewer than 1%), while relocated higher education institutions may allocate up to 40%.<\/span><\/p>\n<p><b>Applicants eligible for Quota-2 include those whose place of residence is confirmed (declared or registered) in:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in TOT (as of February 24, 2022);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in settlements classified as active combat zones (as of July 1, 2024);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in settlements where temporary occupation ended after January 1, 2024 (if applicants still live there or were internally displaced during the admission year);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in the TOT of the Autonomous Republic of Crimea and Sevastopol, provided they obtained lower or full secondary education after February 20, 2014.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">If your documents do not include registration in TOT, <\/span><b>information about your place of residence and\/or your parents&#8217; or guardians&#8217; registration is sufficient.<\/b><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"4\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            Where should you start?        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Choose your specialty and <\/span><a href=\"https:\/\/registry.edbo.gov.ua\/\"><span style=\"font-weight: 400;\">university<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Contact the &#8220;Crimea-Ukraine&#8221; or &#8220;Donbas-Ukraine&#8221; educational center at your chosen university (contacts are available on the university website or <\/span><a href=\"https:\/\/mon.gov.ua\/osvita\/vyshcha-osvita-ta-osvita-doroslykh\/osvitni-tsentri-3\"><span style=\"font-weight: 400;\">via the link provided<\/span><\/a><span style=\"font-weight: 400;\">).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Submit documents in person or remotely and, if needed, complete entrance assessments in Ukrainian language, History of Ukraine, Mathematics, and a profile subject.<\/span><\/li>\n<\/ol>\n<p><b>The &#8220;Crimea-Ukraine&#8221; and &#8220;Donbas-Ukraine&#8221; educational centers provide admission support for applicants from TOT and frontline territories.\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">They operate <\/span><b>from June 1 to September 30<\/b><span style=\"font-weight: 400;\"> and support applicants at every stage \u2014 from completing required assessments to submitting documents and attending interviews. Part of the process can be completed remotely before departure. <\/span><b>The centers support residents of the<\/b> <b>temporarily occupied territories of Crimea, Sevastopol, parts of Luhansk, Donetsk, Kharkiv, Zaporizhzhia, and Kherson regions, as well as frontline settlements.<\/b><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"5\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            What documents must be submitted to an educational center?        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Application form.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">ZNO or NMT certificate (if available).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Certificate of registration as an internally displaced person (if available).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identity document, or birth certificate if unavailable.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Four color photos (3\u00d74 cm).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">State-standard education document and supplement, or a certificate confirming successful annual assessment and state final attestation from an authorized secondary education institution in the admission year.<\/span><\/li>\n<\/ol>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"6\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            If you do not have a full secondary education certificate        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><span style=\"font-weight: 400;\">Contact the educational center at your chosen university. You will be assigned to an authorized school where you can remotely complete your annual assessment and state final attestation in Ukrainian language and History of Ukraine and receive the relevant certificate. This certificate allows you to participate in the competition without ZNO or NMT certificates.<\/span><\/p>\n<p><b>For applicants without a Ukrainian school certificate, admission is only possible at the university through whose educational center the procedure began.<\/b><span style=\"font-weight: 400;\"> In that case, you may submit up to 5 applications to that one institution through the center.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"pass\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            If you do not have a passport        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><span style=\"font-weight: 400;\">A birth certificate or even a parent&#8217;s documents are sufficient \u2014 <\/span><i><span style=\"font-weight: 400;\">in this case, even holding an RF passport is not an obstacle to admission<\/span><\/i><span style=\"font-weight: 400;\">. A Ukrainian passport can be obtained after enrollment.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"7\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            If your program requires a creative competition        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><span style=\"font-weight: 400;\">It will be conducted in addition to the individual oral interview. <\/span><b>If you cannot attend in person, the interview or creative competition can be conducted remotely with video recording.<\/b><span style=\"font-weight: 400;\"> Recordings of applicants currently in TOT are not made public but are retained by the admissions committee.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"8\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            Application deadlines        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><i><span style=\"font-weight: 400;\">For higher education institutions:<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Stage I (state-funded places): <\/span><b>July 19 \u2013 August 1 (6:00 PM).<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\">Stage II (contract enrollment with possibility of transfer to vacant state-funded places): <\/span><b>July 19 \u2013 September 23.<\/b><\/p>\n<p><b>Registration for interviews and creative competitions begins July 3.<\/b><\/p>\n<p><b>Important: <\/b><span style=\"font-weight: 400;\">f you do not have a Ukrainian-standard school certificate, you may contact an educational center from June 1 onward to allow enough time to complete the certification process.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">For professional pre-higher education institutions:<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Stage I (state-funded): <\/span><b>July 1 \u2013 July 23 (6:00 PM).<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\">Stage II (contract with possible transfer to vacant state-funded places): <\/span><b>July 24 \u2013 September 30.<\/b><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"9\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            When recommended for enrollment, you must submit original documents.         <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><b>If you cannot do so in person<\/b><span style=\"font-weight: 400;\">, scanned copies may be sent to the educational center\u2019s email address.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"10\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            How much time do TOT applicants have to sign a study contract?        <\/h2>\n    <\/div>\n<\/section>\n<section class=\"text_block\">\n    <div class=\"container\">\n        <div class=\"body body-2 simple-text\">\n            <p><b>State-funded students:<\/b> <b>6 months <\/b><span style=\"font-weight: 400;\">after studies begin.<\/span><\/p>\n<p><b>Contract students:<\/b> <b>3 months <\/b><span style=\"font-weight: 400;\">from the date of the enrollment order.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>The contract can also be signed remotely using a Qualified Electronic Signature (QES).<\/b><span style=\"font-weight: 400;\"> For professional pre-higher education, remote signing is possible without QES.<\/span><\/p>\n<p><b>Important:<\/b><span style=\"font-weight: 400;\"> even if you do not secure a state-funded place through Quota-2 initially, after enrolling on a contract basis, you may still apply for transfer to a state-funded place.<\/span><\/p>\n        <\/div>\n    <\/div>\n<\/section>\n\n<section class=\"title_anchor\">\n    <span id=\"11\" class=\"title_anchor__anchor\"><\/span>\n    <div class=\"container\">\n        <h2 class=\"title title-5\">\n            How is applicants\u2019 safety protected?
